Sir,
I have the honour to address you on the
subject of the areas at Sham Shui Po shown edged
green on the enclosed plan, which with the exception
of the areas marked C.D.E., have been occupied by
the Military Authorities since the crisis in 1927
which necessitated the despatch to the Far East of
the Shanghai Defence Force. The three smaller
areas C.D.E. were added later in 1928 and 1929.
The red areas are privately owned and have been
rented by the Military Authorities since 1927.

The reason for selecting this particular
piece of ground for the erection of hutments to
accommodate two battalions, was that immediate
arrangements had to be made for the accommodation
of large bodies of troops and this was the largest
expanse of level ground available at the time for
a temporary encampment, having just been prepared
and got ready for sale by Government, after a
considerable expenditure for reclamation and
resumptions. Certain lots had in fact already been
sold; some of these were resumed by Government but
